In the early 11th century, Emperor Renzong of Song China embarks on a bold mission to reform the government. His plan includes improving administrative efficiency and strengthening local governance, but these measures are met with fierce resistance from his power-hungry ministers. As the Emperor struggles to push through his reforms, he discovers a secret about his true identity that throws him off balance.
