In a small town, a powerful bureaucrat named Wang Shuangli is vying for the top spot at the local Cultural Centre. However, his plans are derailed when an outsider, Old Ma, is appointed as the new Director. Wang and his allies will stop at nothing to oust Ma, using every trick in the book to discredit him. Meanwhile, Wang's personal life is also complicated, as his father pressures him to have a son to carry on the family name, but the one-child policy makes it impossible for him to have more children unless his daughter is declared disabled.
