That Winter, the Wind Blows is a melodrama that follows the story of Oh Soo, a gambler who is down on his luck, and Oh Young, a blind heiress who is struggling to find true love. After Oh Soo's first love dies, he turns to gambling to cope with his grief. Meanwhile, Oh Young is lonely and isolated, unable to trust anyone due to her wealth and disability.
