In a dystopian future, the city of Fuuto is under attack by a terrorist organization called NEVER, led by the ruthless Katsumi Daido. They have stolen the powerful T2 Gaia Memories, which can grant individuals incredible powers, and plan to use them to take control of the city. The only ones who can stop them are the Kamen Riders, a group of heroes who have banded together to protect Fuuto. They are led by Shotaro Hidari, a skilled detective who has dedicated his life to fighting evil. Alongside him are Philip, a young man with the ability to transform into Kamen Rider Eternal; Akiko Narumi, a tough-as-nails police officer; Ryu Terui, a high-tech genius; and Mikio Jinno, an eccentric scientist. As NEVER begins to wreak havoc on the city, the Kamen Riders must use all their strength and cunning to stop them. But things take a dangerous turn when Daido reveals his true plan: to use the T2 Gaia Memories to create an army of super-powered soldiers, who will then take over Fuuto and rule with an iron fist. With time running out, the Kamen Riders must use every trick in the book to defeat NEVER and save the city from certain doom.
