Estos hombres, entrenados para llevar a cabo operaciones militares de alto riesgo, están dispuestos a todo con tal de no ser encarcelados, y seguirán a su líder -el sargento Wolf (John Leguizamo)- hasta las últimas consecuencias. Del otro lado está Horst Cali (Donnie Wahlberg), un experto y hábil negociador de rehenes de la policía de Pittsburgh, cuya función es la de liberar a las víctimas atrapadas en semejante situación.
