In a world where magic has returned, a group of rebels known as the Strowlers fight against a government that seeks to control and exploit those with magical abilities. A quiet librarian named Whit is unexpectedly drawn into this dangerous world when her girlfriend's research threatens to expose a powerful secret. With children with powers being taken from their families, Whit must choose between loyalty and protecting a young girl who can't control her magic.
