In a dystopian future, Tokyo is plagued by "Engineers," mutants who can transform injuries into deadly weapons. The Tokyo Police Corporation, now privatized, forms a special squad called "Engineer Hunters" to take them down. Ruka, a troubled loner and skilled Engineer hunter, is obsessed with finding her father's killer. She discovers the key man responsible for the mutants and receives a tumor that infects her. As the city descends into chaos, Ruka learns the truth about her past and confronts the real mastermind behind her father's death. With her biomechanical powers, she takes down the police commissioner and brings an end to his reign of terror. But the Key Man lives on, plotting his next move.
