In the film Mudhalvan, a news reporter named Pugazh accepts a challenge to serve as the Chief Minister for a day and exceeds expectations with his success. He uncovers corruption and works for the people's welfare, earning him immense popularity. The actual Chief Minister Aranganathar, feeling threatened, plots against him but ultimately meets his demise. Pugazh contests in the election and wins by a landslide, becoming the new Chief Minister. He continues his mission of state development, but politicians unite to avenge their failure. Pugash narrowly escapes an assassination attempt and suffers personal losses. Enraged, he challenges Aranganathar, who plants bombs across Chennai. Pugazhand Mayakrishnan diffuse all bombs except one that Pugazh defuses, shoots himself with Aranganathar's gun, and kills him. Feeling guilty for playing politics, Pugazhand Thenmozhi's father reconcile. Under Pugalvan' administration, the city becomes highly developed, violence-free, and world-class.
