In a dystopian future, a former soldier named Joe (Ralph Fiennes) is held captive in a re-education camp for refusing to align himself with the new regime that has taken over his country. The regime, led by the charismatic but brutal Chairman Thorne (Donald Sutherland), has imposed strict rules and regulations on its citizens, including the separation of children from their parents and the abolition of meat consumption.
