In a futuristic society, cyborg Motoko Kusanagi is free from her duties with the 501 Organization and must learn to take orders from Aramaki, the head of Public Security Section 9. Meanwhile, someone hacks the Logicomas, and Batou enlists the help of former army intelligence officer Ishikawa and former air artillery expert Borma. Kusanagi also seeks to recruit ace sniper Saito and undercover cop Paz into the new Public Security Section 9. As the team forms, they must combat a mysterious organization that hacks into the city's systems and threatens chaos.
