Tras salvar al vicepresidente de los Estados Unidos de un intento de rapto a costa de protagonizar un espectacular tiroteo y de terminar lanzándose al río con el político, el policía de Detroit Orin Boyd es destinado al peor distrito de la ciudad. Pronto descubrirá una red de agentes corruptos que se dedican a traficar con la droga que decomisan. Irónicamente, para detenerlos sólo podrá confiar en Latrell Walker, un gánster que tiene sus propios motivos.
