In the gritty streets of Cali, Colombia, a small-time bar owner named Pedro Rey has big dreams of success. Through a combination of entrepreneurial spirit and connections with the wrong crowd, he rapidly ascends to become the first drug lord in the country's history. As he gains power and wealth, he loses control and himself. The film is a fictionalized account of real-life events, told through the eyes of a journalist hired by Pedro Rey to write his biography.
