In a dystopian future, Houston has become a haven for white collar drug dealers who are responsible for the death of Jack Caine's partner. Caine, a rugged and unconventional police detective, is determined to take down the criminal organization known as the White Boys, but his mission is complicated when he discovers that they are being aided by an extraterrestrial drug dealer named Talec. Talec uses advanced technology to extract endorphins from the brains of his victims, which he then synthesizes into a highly addictive drug called Barsi. The alien's arrival has sparked a turf war between him and the White Boys, resulting in a series of gruesome murders and experiments on innocent civilians. As Caine delves deeper into the case, he teams up with FBI agent Arwood "Larry" Smith and coroner Diane Pallone to uncover the truth behind the mysterious deaths. They soon realize that they are dealing with something far more sinister than traditional drug trafficking and must stop Talec before he kills again. But as they close in on their target, Caine and his team discover that Talec is not alone - he is being pursued by Azeck, another alien who is determined to bring him to justice. With time running out, Caine must navigate this intergalactic conflict to save humanity from becoming collateral damage in an extraterrestrial drug war.
