A masked serial killer terrorized a small town, killing five people, while a Texas Ranger and a local deputy tried to track him down. The film portrays how the Phantom attacks every 21 days, and the residents are gripped by fear. Despite the efforts of the police, the Phantom manages to evade capture, and the film ends with the ominous suggestion that he may still be out there.
